Up to now I have been using a shitty 4-track recorder with a cheap guitar mic but it has worked. Now I want to get some quality stuff and all but I am torn between these two.
Korg CR-4

Or
Cakewalk Guitar Tracks Pro 3
I know both are the complete opposite of each other but which would you say would be good for a guy who hasn't had alot of experience with high-tech recorders and all?

Correct!
If it's just a couple of intruments you wanna record & not a full drum kit or large orchestra etc.. A lot of people go with:
M-Audio Audiophile 24/96 soundcard
Some sort of 2 channel preamp (M-Audio Audiobuddy is good & cheap!)

M-Audio Delta 44 PCI interface (4ins/outs could come in handy) - $200 approx.
Shure SM57 Microphone - $100 approx.
Cubase SX - Free from BitTorrent
you should be able to get some decent recordings with that equipment, the 4 inputs on the interface could come in handy if you ever want to record live drums, and the SM57 is one of the best microphones available.

whatcha mean by full drum kit, cause i've tracked many kits using my laptop and a 16 track board, 6 mic setup

^^ I didn't mean computers aren't capable of tracking whole drum kits etc..
I ment a simple 2 channel set-up like I suggested, would not cater for you to individually mic and record all components of the kit to seperate channels.
Obviously, you could settle for 2 overheads, or 1 kick mic & 1 overhead or run as many mics as you liked into a mixer before taking the mixer's outputs to the soundcard. But meh... This is getting a little complex.
If he'd told us what he wanted to record in the first place, this would be simpler
