increase minimum posts for starting threads

It got mentioned in another thread(floyd, maybe?), but I wanted to make sure it got taken care of. We need to up the minimum posts for starting a thread. It should help curb all the spammings we've been getting for porn and virus sites.

Yeah, I just saw one a day or two ago, and posted this thread right afterwards. Spammers or not, it's rather annoying.
