Neck bow on a vintage epiphone acoustic

My brother in law has his fathers kalamazoo made epi texan. Last night i checked it out for a minute, and the action was very high, probably a bit too high for even srv to be comfortable on.

I can probably get it for a decent price, but is it possible to get it fixed professionaly? I dont know how well adjusting the truss rod will work, and has been sitting in tune a half step down from standard e for nearly 20 years :( I do not really care about decreasing the value, it would just be a really nice thing to own,and i would like to see the guitar in playable order. If anyone knows it can be done, how much should i expect to pay?

Just rip out some open chords on her wrona. if you know how which I doubt
