Best way to sound proof?

I need to sound proof my new practice room, what's the best thing to use that is fairly inexpensive? I want to be able to play at any hour of the night and not bother my neighbors or wake up my son. Any ideas?

Moving onto DW pedals too or what? I'd recommend sticking with the ICs... DW pedal boards are notoriously fragile (relatively speaking). Not uncommon for a heavy heels-up hitter to snap one in half. Paiste Signature Series. I started off with the Signature Dark and Crisp hi-hats, I loved them. Every time I'd look for a new cymbal, it always ended up being a Signature. I like their sound. I don't like their price tag though....
